France Revises Plan to Restrict Social Media for Young Users
“Since the first day, I have made a commitment: to protect our children online. We will go all the way,” Macron said on US social media platform X.
The revised legislation follows the rejection of an earlier version by France's Constitutional Council nearly a month ago. The council determined that some of the proposed restrictions went too far in limiting freedom of expression and communication.
Prepared with support from the General Secretariat of the Government, the new proposal is intended to address those constitutional concerns while remaining compatible with European Union regulations.
Instead of naming individual social media platforms, the government now plans to regulate 10 online features it considers harmful or potentially addictive for children. These include automatically playing videos, notifications sent during nighttime hours and communication with unfamiliar accounts.
The proposal maintains 15 as the general minimum age for social media access, while creating an exception for users between 13 and 15 whose legal guardians give their consent.
The government is also not planning to establish a separate age-verification framework. Instead, the revised approach will rely on existing EU rules governing data protection and privacy.
